The Erosion of Support for George W. Bush
In 2004, when the photos were released, George W. Bush was doing better than he did in 2000. This has a huge part in it; there are calls to clean house but this doesn't move the needle domestically. The penalty for soldiers who were held accountable is somewhat minor and no one's charged for murder or sexual assault. It's like a few hands get slapped on the wrist and then that's it. And it's completely unsatisfactory given the atrocities that took place.
