The Point of a Moratorium on AI Development

Open AI is kind of suddenly ahead of the field because of the large language model. And so I think a lot of the argument that's going on for a moratorium is really just other tech companies saying, can we catch up? So I don't take that too seriously. Not nor even if it were entirely altruistic. The only actors that can do this are governments. It's certainly not going to be figured out by Elon on the phone to Samal. We want to make it difficult to produce AI systems that are lethal to humans. That seems obvious.I don't really see a reason why we aren't negotiating an international convention to limit their use in war right now.
