Is There a Future Where You're Worried About the Miners?

I'm not concerned about the miners stopping changes because aside from like, of course, is the miners don't stop it? You don't need anything like that. I am afraid of miners activating things that users don't want. The most obvious bad software that miners could deploy is a KYC software where basically, like blocks are empty unless like miners have proof that you have done your KYC through whatever mechanism they want.
