Webmaster Guidelines has been around for how long? 20 years. And people feel more comfortable sharing it one-on-one than in front of a group. So we've not wanted to touch that document. We've published other best practices and just kind of grown beyond that. I think my problem with the old Wallachar guidelines was that we kept adding stuff to it which isn't what you should focus on when starting a site.
