Don't Want to Meet Again?

When people suggest meeting up, for example, are we must have lunch together sometime? It means they never want to see you again. I think it does depend on the person. If I don't want to meet up, I'm not going to say let's meet up. That's my preference,. But yeah, it's kind of this let's meet again to say that to be polite, but really you don't wanting to meet again.
