The Challenges of Climate Action

The climate challenge was identified in the 1980s as being a global priority and we have made scarcity any progress since then. I think that there is a political economy challenge here that we often kind of glide by, says David Cameron. The problem with climate change is what we're talking about is a counterfactual - it's just a matter of will it get much worse or a little bit less than that? That's a very tough sell.
