If a unit sends someone to training, everybody else is going to pick up slack. Job one should be lead the people you were responsible for and then all the other stuff comes on. We've just gone through COVID, where in many cases, people were used to running at a 65, 70, 75% compliment,. That means it's been a long time since we actually had a full compliment of employees that allowed people to do things like get trained.
