"We were looking at a real problem in the community of, of hurt feelings," he says. "My leadership said, Hey, Rich, take a better look at this." The NCD was formed during World War II by Draper Kaufman to recruit men who could think on their feet and be aware of multiple aspects of their surroundings. But they needed recruits with innate attributes that are hardwired into each person's core.
