In the 1950s, South Korea's human development indicators were lower than North Korea. But now what were those core competencies? One of my former professors at MIT, the late Alice Amstin, she wrote a wonderful book about why South Korea became an Asian giant. And I'd say that if South Korea can do that with a very nasty nuclear neighbor to the North, I think many other countries can do it too.
