I tend to fall in the camp of explaining why code is written in a certain way. But there's certainly a place for comments, especially explaining complicated piece of code. And public, public APS, anything public, in my opinion, yes, needs to be well documented. I think somebody I have to just go through and try all these state management things to see what the heck they're all about.
