Is the State Permissible in Situation Acts?

If preventing harm is the role of or interfering to prevent harm in a liberal society, would this then preclude I guess interference in say that the drowning child? Is that distinct from saying that situation acts has no wrongful moral features? So could we say like it is it is 100% wrong to not save the drowning child, but the state is prohibited from coercing you into doing it? That's exactly what we should say.
