Mr. Ballard has claimed to have been a CIA agent and then spent the majority of his career in government working for HSI, which is a division of ICE. He claims to have worked on anti trafficking cases while he worked at HSI and said that he quit because he was frustrated that he couldn't do more to help trafficking victims directly when there was not a connection to the US or the US government. Mr. Ballard left government in some telling Z says he was called by God to find the children and established OUR in 2013 throughout its, throughout its run.
