Is Putin Micromanaging Everything?

In normal times, the way I would describe it is in terms of these two images that are discussed in Russian political discourse. So first of all, there is manual control. That applies to the decisions when Putin jumps in and makes a call. And this is usually on things that he considers him. It puts important decisions where those below him can't reach agreement or so on. But there's also the mode of what's called autopilot,. He basically lets the factions or the official decision makers, the ministers, the heads of agencies, and so on, reach a decision themselves subject to his final, perhaps, sign off.
