During the Cold War, major powers spent quite a lot of money on these biological warfare programs trying to come up with pathogens that could be used. They would claim just for the purposes of defending themselves against other people who might develop them. As far as I know, they haven't really been used in a war. If these things spread, then they're going to end up infecting your own soldiers. And so I think there has to be a lot of thought put into what non-proliferation means and looks like.
