The History of the Confederacy
Three enslaved men make their way to fortress monroe in virginia, and they show up at the camp. They offer to volunteer for service, to enlist, or to even work for the army so they don't have to go back to the man who's holding them in bondage. Their enslaver is hot on their trail; he knows that one of the things that escaping people are doing is trying to make it to union lines. So what the general at the camp eventually does as he decides he's not going to send them back, especially to confederate forces. He establishes this policy of contraband.
