With al islomic terror, our criminal was pretty consistent in their profile. They were young, male and either very impressionable they were bored or very, very angry. We knew that our terrorists would find a weapon to kill no matter what obstacles we put in their way. So that meant that we had to encourage either preventative efforts or de radical tion programmes - often in places like saty arabia and egypt. But if we could get countries to intervene with these young men before they ever committed an act of terror, then we knew that we would lessen the number of future terrorist attacks.
