Astronomers had this sort of expectation based on the density, over-density regions of the early universe. And then they kept seeing really big stuff. They started to hit the point where it was just like, okay, so there is something clearly wrong with our theories or with what we expect a dark matter to be. So people started reaching for all the different tools in the cosmological tool bag.
