The Relationship Between Force and Power
When power is tested, driven to resort to force or regress to it, the idea has already slipped. Its weakness is exposed. Foxy governments in the Vulfredo Pareto idea, they do not want to use force. These are clever people. They rule through manipulation, propaganda, complex systems. And so the less they have to use force, the better.
