Is There a Way to Control Muting and Blocking on Twitter?

Twitter needs to give users more control over their experience, says John Defterios. He wants a system that modulates who you're muting and blocking on the social networking site. The way people do it now is with block lists which he thinks have 'bad properties' Says there should be some sort of built-in decay for blocks so they can heal after use.
