The Purpose of Chemical Weapon Bans

Sylvano says he's hated by everybody except for a few people here. Chemical weapon bans are wrong as well compared to cluster weapons what does it mean to ban a weapon the bad guys never adhere to it so what is the purpose? Sylvano: "There's no reason to be obnoxious"
