Wintrop's Life and Times
Wintrop writes to his contacts in Canada and Britain the day that the war breaks out. A few months goes by and Wintrop hears nothing. Then he falls down and fracks or breaks his tailbone and is totally out of commission. So at this moment he's totally incapacitated. Finally a couple months later he's in a position to go to Ottawa. And as these mysterious meetings he's running back home to his wife telling her that he's being approached to take up these mysterious posts. But at this point he says no to them. My best guess is he's being recruited to lead the entire Canadian intelligence apparatus at this point.
