Celtic Bank: The Most Operational or Moderate Tier?

I debated whether to put Celtic in the most operation mature or moderate tier. They're just so easy to work with, it didn't feel like a more kind of slow process laden bank. But they are very buttoned up and very much know their stuff. I remember debating E-Sign and Niss standards with them at various points around things. And they knew their stuff and could really help make sure we landed in the right place on that.
