How Did Kubitt Make Tread Wheels?

Tread wheels were used by Romans to raise water from wells and also as part of mill, mill kind of equipment. In the 19th century they were installed in prisons so that prisoners could walk on them while being punished. The effect is like going up an escalator the wrong way at a steady pace - my favorite thing when I was a kid.
