The Emperor's Foot Soldiers

The pretorian prefects were supposed to be in charge of the empire's foot soldiers and cavalry. In practice, both of these high ranking officers wound up commanding elements of the other's administrative sphere. The powerful german officers who served as masters of the military in the fifth century would become the power behind a series of puppet emperors. But we'll get to all that soon enough.
