A few days after the DC riot, Chicago's black middle class was thriving and growing. But segregation laws from the president were causing major tension in Chicago. A 17-year-old boy accidentally floated into the section of the white beach where he had no idea because there was no signs saying he was in the wrong area. The police let the guy go who did it and they end up arresting no one. For good reason, people were outraged.
