The Importance of Ethnicity and Race in France

According to the fifth Republic under which France operates and has been operating since 1958, racial categories do not exist. So when we refuse as a nation to address race issues, we're silencing occurrences that have plagued the French nation for a long time. And am I correct proff to say France doesn't like to talk about race. That's question number one number two. At what point do people particularly Africans become French?
