The Bank of America Safe Deposit Box Shenanigans

A woman in California reported that her safe deposit box was sent to her in the mail in a plastic bag. Federal rules stipulate that banks can drill out and that's how a bank has to take a box out of the wall. Without your key, they can't open it. But there's all sorts of shenanigans going on here. Bank of America has been remarkably silent regarding said shenanigans.
