When a bill is passed in the House of Commons, it has to be taken to the king and the king has to sign it. So when he says I'm going to uphold the constitution, what he actually means is I'm not going to get in the way of the government. That's what he means. He made it clear, even though it's slightly obliquely, that he understood his responsibilities,. The indications are that he will not express his personal views as king.
