Is There a Standardized Torque Value for Structural Bolts?

The United States construction code has not allowed a standardized torque value for structural bolts since the 1950s. AISC RCSC says test every unique fastener assembly three times a day with every tool under whatever bolt condition is going to be. The earlier editions of the RCSE actually didn't even have calibrated wrench or torque installation method allowed.
