Putin and Pragogen met back in the 1990s when Putin was Deputy Mayor of St Petersburg. The two men are not friends or anything like that but he identified a role as being one of Kremlin's go-to business people. That meant whatever, providing catering for the armed forces or running troll farms to interfere in the American elections in 2016. But what it comes down to ultimately is that this is how the Putin system works: divide and rule.
