Is the National Curriculum for Grammar a Controversial Thing?

In year six, in the national curriculum for grammar, it stipulates that students need to identify subjects and objects within sentences. It doesn't require subject and object until year six, but requires passive voice in either year three or year four. And my honest advice would be if you're even in a local authority maintained school, it pays dividends to focus on subjects and verbs  and predicates.
