The Role of Coordination in Governance

In all societies, you have some subset of people who have all the power. What do they use that power for? Are they using it inefficiently to squash petty rivals and extract petty gains for themselves? Or are they using it efficiently to develop their subjects in a way that's development and progress? And if you have the former, that's what we call stagnant oligarchy. It's how well are they coordinating? How efficiently are they coordinating to achieve bigger aims? or are they caught up with petty personal aims, petty political squabbles? The difference there is just their level of coordination. That's really just very straightforward. If we want a society that's working, you need to
