If a single actor produces particularly powerful AI systems, this could be seen as giving them a decisive strategic advantage. Heading AI could empower totalitarian governments. An AI-enabled authoritarian government could completely automate the monitoring and repression of its citizens. We're also concerned about the following issues, though we know less about them.
