The idea that someone in the border patrol was impersonating santiago's ghost and hoaxing the border crossers seems implausible. After all, he had multiple friends, and these relationships are built on trust. It's really hard to imagine a permanent hoax where numerous people were playing a prank on him. That's not how colleagues who depend on each other to save each other's lives act.
