The Green Bank and the Loan Program Office - What's Going to Work?

There are at least two big policies in this bill that are not modelable in their impact on omissions, but that we have reason to believe will have substantial effect bringing emissions down. And i'm thinking about, a, the green bank, and b, the massive pot of money for the loan programm office. Just say real quickly, how going to work and why why we should be optimistic about what they'll do to omissions.
