The problem with Saudi Arabia is it contains the two holier sites in Islam. You do not want a bunch of your soldiers traipsing around their holy places. That's why there has never been an attempt to strong arm the Saudis militarily. If you wanted to occupy a part of the world with lots of oil, I would go for Iraq.
