How to Measure Academic Outcomes

In the UK or in England where we've got high stakes accountability and we're constantly trying to evidence the impact that's why there's a lot of focus on outcomes. The other work that you're doing is a lot more difficult if it's skills based or effort based and how do you standardize that so that everybody is measuring it in the same way does that make sense?
