In the 17th century, French and Dutch governments were using annuities to finance war. They'd pay prospectus speculators every year until someone that you've nominated dies. The set of people who's on whom those bets are placed are not randomly drawn from the population. So for example, in the French case, they looked for young French girls who had already survived smallpox.
