Is Rishi Sunak the Tory Party?

I'm struck that in the opinion polls, Rishi Sunak is going upwards. And the Tory party remains much more it's been. I still worry about where the centre of gravity is within the Conservative party. But at the moment, is it able to deliver pretty competent government? More so than at any time over the last three or four years,. hence the illegal immigration bill. Hence the sort of cultural war, a tackle Gary Lineker? Yeah, I wish that bit wasn't wasn't there.
