The New Laws Make It Much Easier to Mobilize People
New laws make it much easier for Russia to mobilize people. They no longer have to receive a formal notice by paper at your registered address or residence, they can just ping it and that counts as legally valid notifications. I don't think Russia's really going to be able to significantly restore offensive potential. A lot is basically a defensive for Ukraine.
