Was There a Lottery in the 1870s?
The 18 70 cation act is, am, kind ofcredited as the act that provided mass elementary education. There wasn't this am idea of a lottery as to whether there was a church school already in a village or an employer foundation. And i think part of the rational for making attendants compulsory, was to actually get people into school when their families didn't want them to necessarily go.
