Samuel: The mad scientist project is part of the U.S. Army trade- docs training and doctrine command. It's an effort to look into the impact of advanced and emerging technologies on military operations. He says they have a writing contest where junior officers can write short science fiction stories incorporating today's emerging technologies. "A lot of these young officers were really describing things that we're starting to see today," he says.
