There's a lot of unknowns in any construction you do below ground. It wouldn't surprise me if this ends up being over budget and a bit late. The question, is it worth it, is one that frames every single infrastructure project on this planet. And the truth is for massive infrastructure projects like this, for the current generation, it isn't worth it. This thing is going to be another 10 years or 20 years at least before you see the full economic benefit. Just as much of the infrastructure we benefit from today was built with money and suffering by previous generations.
