Is There a Moral Realism in International Relations?
There's this peculiar thing in international relations, capital I, capital R that are kind of two or three great traditions. One is cynical realism, it's all about power, values don't matter. There's a middle ground which people tend to call groteans after Hugo Groteus and they say there's some interdependence so we need regimes. But if you ask yourself which of power values and interests matter, I'll say yes. It also norms help us cooperate, the normal promise-keeping, promise-making and promise-keeping matters. We're going to be able to cooperate more with people who we feel less and with whom we share more where that sharing is the norms
