By the end of the second century, proto Orthodox Christians pretty much agreed on the four gospels. There were some disagreement about other books, including whether Paul should be in at all. The first time anyone came up with our 27 books was a bishop named Athanasius. And so it's been pretty well set in stone, even though there was never a vote.
