Is There a Bio-Threat?

There are no rules of engagement unlike kinetic warfare where outside of non-state actors, there's a general consensus about what the rules of engagement are. In the case of Ukraine, they've justified that using very aggressive sciops and propaganda techniques to get general populist endorsement for that engagement. If I was an analyst in that environment, I would be saying that this represents a significant bio-threat and you better respond to it and you better neutralize it.
