The Political Economy Is Making Change So Difficult
There are interest groups like government teachers unions which hold a certain amount of power and they lobby politicians and they don't let it happen. Education or things like that happens to be a deliverable the outcome of which will be shown in long term so for an example my parents decided to invest in my education and after 10-15 years only they can see outcome. When the tenure is only five years or something and it to make bureaucracy work and get a school sanction for any MLA or MP in the constitution civil take one two three years so the impact is not as visible.
