The Uncertainty of Soft Lodgements in New South Wales

There seems to be a bit of a disconnect, I think, between what the part Department of Energy, of which EnergyCo is an agency, and what the other departments of the Unionist have as well as Government. It has been suggested to me that the Department of Planning, which seems to be the problem here, has more things on its agenda. There's complaints about all along the planning chain, the uncertainty, and this new thing they describe called soft lodgements. And people are finding this process really frustrating because there's no real defined parameters around it - just tell us what you want to do and we'll reply to that.
