A royal commission was set up after Morant Bay in 1866 to interview Jamaicans about their experiences on the sugar estates. Governor Eyramself, one of those interviewed, had a personal grudge against George William Gordon for being a native Baptist. The idea that people from below should be able to develop Jamaica's infrastructure and economy is still very much alive today. But it may not have been as well thought-out or planned by Britain at the time - which could lead to an interventionist state.
