The Vietnam War was not primarily a civil war, it wouldn't have begun without French imperial aggression towards Vietnamese people. The US made a decision to support French colonial rule in Indochina after World War II and the US invasion then was meant to finish what the French had started. In 2009, at the beginning of the Obama administration, some US forces were withdrawn from Iraq as part of Obama's promise to fully withdraw from the country by 2012. That plan angered many Iraqis and was quietly shelved as violence ebbed.
